Before you apply
1. You and all accompanying family members who will reside in the province of Quebec, must first apply to the Quebec government for a Certificat de sélection du Québec (CSQ).
2. After you have been selected by Quebec and obtained a CSQ, you must submit a separate application to IRCC for permanent residence.
