I’ve heard http://www.penpal-net.info/ is a pretty good site. You can choose whether you want male or female pen pals and what age you prefer. I know that would be important since you’re choosing one for a young daughter. I believe you just sign-up and then you get access to everything. I’m pretty sure it’s free.
